Admission into Stable Area
The Arkansas State Racing Commission and Oaklawn Park have jurisdiction over the entrance of any and all personnel onto the grounds. Admission to the Stable Area is restricted to owners and their guests, trainers and their employees, racing officials and the working press upon presentation of proper credentials. No visitors are permitted without authorization from the Stable Gate Office.
The Stall Superintendent is Beverly Fowler and she can reached at 1-800-OAKLAWN ex. 575. The Backstretch Coordinator and Stall Superintendent's offices are located in Barn 39.
The Oaklawn Chapel is located just outside stable gate and is operated by Chaplains Rich and Robi Heffington. A non-denominational service is held every Tuesday night at 6 p.m. There is mens and womens bible study every Wednesday night at 6 p.m.

H.B.P.A. and Security Offices
The H.B.P.A. and Security Offices are located in the building at the entrance to the Stable Area on Cellabrate Drive. The H.B.P.A. phone number is (501) 623-7641. Oaklawn Security can be contacted at the Stable Gate at 1-800-OAKLAWN ext. 558. Security also maintains an office in conjunction with T.R.P.B. just north of the Racing Department in the Grandstand.
The track is normally open for training hours during the racing season from 7:00 - 10:30 a.m., weather and light permitting. Horses galloping at less than a two-minute clip are required to stay well away from the inside rail. The same is requested of all runners during adverse weather situations. Paramedic services and a horse ambulance are available every day. The main track will be renovated at 8:30 a.m. each morning. There will be two outriders on the track every day for your protection and, if at any time they can be of assistance, do not hesitate to call on them. Turndowns are not allowed on the track at any time.

Area Training Centers/Farms
Arkansas State Racing Commission
The Arkansas State Racing Commission maintains an office adjacent to the Racing Secretary's Office at the south end of the Grandstand. The office will be open on all racing days from 9:00 a.m. until 4:30 p.m. Telephone (501) 623-1492 or 1-800-OAKLAWN ext. 450.
All registration and other formalities can be greatly simplified if the following information is gathered and sent to the Racing Department and/or the Arkansas State Racing Commission prior to arrival at the track:
For the Racing Department:
Correct name(s) of horse(s) and ownership, as shown on foal or registration papers
For the Stable Office:
- Arrival time
- Badge list for stable employees
- Trainer's address and telephone number
- Negative Coggins and health certificate for each horse
- List of owners for parking and stable area stickers
For the Arkansas State Racing Commission:
- Completed license application forms. (Owners, trainers, jockeys and all employees working on track grounds must complete a license application.) These forms may be obtained in advance from the Arkansas State Racing Commission at (501) 682-1467
- A signed, written binder of workers' compensation or a certificate of insurance verifying proper coverage must be on file with the Arkansas State Racing Commission before a trainer's and/or owner's license can be issued or a horse permitted to start.
On arrival, the following procedures must be followed:
At the Racing Department:
- Register horse(s) by depositing foal or registration papers, which must show correct and complete ownership.
- Register owner's silks.
At the Stable Office:
Lodge a full list of employees, including assistant trainers, exercise riders, grooms, hot walkers and any other personnel, at the Stable Gate Office.
At the Arkansas State Racing Commission Office:
Owners, trainers, jockeys and all employees must complete license application procedures.
Entries and Scratches
The Racing Department is located on the ground floor of the south end of the Grandstand. When making entries by phone, dial (501) 701-5570. This is a direct line to the Racing Department. Entries can also be made by dialing 1-800-OAKLAWN, ext. 570. To receive overnights by fax, dial (908) 922-8276.
Horsemen's payroll checks will be approved in the Racing Secretary's Office each racing day from 1:00 - 4:00 p.m.
The Horsemen's Bookkeeper is located adjacent to the Racing Department. Hours are 8:30 a.m. until after the last race. Telephone 501-701-1370. All accounts are required to have an IRS W-9 Form completed, signed and dated on file. Without this form on file, the account will be subject to 20% withholding on all earnings.
Oaklawn Park offers various special services for horsemen participating in the program at the track. Questions and answers on such issues as transportation, housing, hotel and motel accommodations, etc., are addressed at the track by the Horsemen's Relations Department, adjacent to the Racing Department on the ground floor at the south end of the Grandstand. For winner's circle and/or other photos, the Coady Photographer maintains an office adjacent to the Racing Department on the ground floor at the south end of the Grandstand. That office may be contacted by phone at 1-800-OAKLAWN ext. 490.

General parking for racing fans is $2.00. Parking for horsemen with horses in the day's races is located in front of the track kitchen. Parking stickers can be obtained from the H.B.P.A. office. Stable area parking stickers can be obtained at the stable gate.
Horsemen may choose from several dining options at Oaklawn. Reservations for the Oaklawn Club, Carousel Terrace, and Post Parade Restaurant may be made by contacting Director of Horsemen's Relations Deborah Keene at (501)701-5572 or 1-800-OAKLAWN ext. 572. VISA, MasterCard accepted.
Located on the Upper Terrace of the North Grandstand, the Oaklawn Club offers fine dining to its members. A limited number of tables are available to accommodate horsemen's reservations. Dress code for the Oaklawn Club is strictly enforced - men should wear conventional sports coat; ladies should wear dresses or slack suits; No shorts, sweats or tennis shoes, but dress jeans are allowed. Reservations recommended.
Located at the south end of the second floor with the access elevator on the first floor. The Carousel Terrace features colorful carousel horses and music boxes. Television monitors are on each table. Dress is casual with no tank tops or sweats. The Carousel buffet and menu service are available from 11:00 a.m. to 4:00 p.m., weekdays and Sundays, $10.00 minimum. Saturday features buffet service only 11:00 a.m. to 4:00 p.m.; no menu service available. $5.00 admission each day. Reservations recommended.
Post Parade Restaurant
Located on the first floor across from the Winning Colors Gift Shop. The Post Parade offers tables for the day with easy access to the paddock and Oyster Bar. Features an array of television monitors, including big screens, for viewing the races. Experience outstanding regional cuisine and atmosphere. The Post Parade menu features delectable selections from Louisiana, Arkansas and the Texas/Mexico border. Available 11:00 a.m. to 4:00 p.m. weekdays and Sundays, $10.00 minimum. Saturdays features buffet service only. Dress is casual. Reservations recommended.
Arkansas Sports Tavern
Located on the second floor above the Post Parade, the Arkansas Sports Tavern offers tables for the day in a pub-like atmosphere. $3.00 weekdays and $5.00 on Saturday. An array of television monitors, including big screens, for viewing of the races and other sports events. Casual dress. A menu of freshly carved corned beef and roast beef sandwiches as well as other sandwich selections. Full bar service available.
Located on the first floor next to the Post Parade Restaurant, this facility offers jumbo shrimp cocktail, fresh oysters on the half shell, seafood salad, fried shrimp and catfish. Prices are from $3.25 to $9.75.
Pony Express Grill
Located on the first floor directly across from the Oyster Bar, this facility offers made-to-order sandwiches, like our corned beef sandwich, hamburgers and cheeseburgers; a variety of items from the grill and fresh salads. Beer, iced tea and soft drinks are also available. Prices are from $1.50 to $9.75.
Located on the first floor across from the Main Line, frozen drinks are available here.
Located on the Upper Terrace next to the Oaklawn Club, this facility is available for parties of 40 or more with a set menu or buffet.
The Track Kitchen is located directly north of the security gate at the northwest corner of the stable area. Normal operating hours are from 4:30 a.m. to 7:00 p.m. on race days. On non-race days, the hours are 4:30 a.m. to 2:00 p.m. Buffet and a la carte lines with prices from 75¢ to $4.00. Beer is also available.
Reserved seating is available in the Horsemen's Section to owners and trainers. Reservations can be made through the Reserved Seat Office or through Horsemen's Relations. Complimentary seats or admissions to the Oaklawn Club are available to owners and trainers with horses entered in stakes races. The clean air act of 2006 forbids smoking in almost all work places - including restaurants, arenas, and convention facilities. As this law applies to Oaklawn, most areas of the grandstand are now smoke free. Smoking is also prohibited in barns and tack rooms in the stable area. There are well-marked designated smoking areas near where wagers are made, and smoking is allowed outside the grandstand area.
